SE Inspection Services
Purpose
−
To provide Safety &Environment (SE) professional frontline support
services for the day to day implementation of Safe Systems of Work
Requirements, Field Inspection Services, collation of Field data
analysis, HSE Process and procedures in the line, function, Asset
and projects.
Key Challenges
−
Implementation of the Health, Safety, Security, Environment (HSSE) &
Social Performance (SP) Control
Framework (CF), applicable
risk control components and management systems critical for
sustenance of
HSSE Goal zero in the
business.

Frontline implementation of HSE standards and procedures to assure
safe system of work in work execution.
−
Working with contractors (Red & Amber Banded) to ensure Goal Zero
daily contractor activities execution.

Influencing Goal Zero Culture and positive HSE behaviours at the
frontline /out of sight locations.

Supporting the business to improve contractor’s organization HSE
management systems /performance.
Mandatory Competence Requirements for Personnel on these services
−
HND or Degree holders in Science or Engineering from accredited
institution or OND from similarly accredited institution with trade
skills certificates covering areas/expertise of the service types.

Awareness of the HSSE & SP CF Management System and risk control
components with 1 to 7 years’
experience in the E&P
business.
−
Relevant experience in the E&P business in providing SE Inspection
services (1-7yrs): Previous work
experience with Shell
Nigeria or other IOCs is an added advantage

Support controls of personal safety hazards and risks relevant to
the Asset or Function. This includes enforcing the Life Saving
Rules, supervising or auditing the Permit to Work process, planning
and managing HSE critical activities which includes but not limited
to: lifting and hoisting operations, work at height or use of
radioactive sources and selecting Personal Protective Equipment

Specify the HSSE controls required for the worksite tasks and
provide HSSE risk profile data for integration into business risk
mapping

Provide HSE support in shutdown preparations: adequate HSE controls
in place for positive isolation of live sections of plant (spectacle
blinds, blind flanges, closed valves); demarcation of live process
lines; work permit control system in place.

Ensure controls are in place for MOPO: to avoid activity clashes;
minimize hazards and production deferment; meet contractual
requirement for hydrocarbon delivery.

Provide initial incident reporting with initial actions and
learnings. Carry out incident classification using the Incident
Classification Rules and Group. Use the Risk Assessment Matrix to
determine the RAM

Support incident investigation to determine immediate and underlying
causes using Group approved
tools (TRIPOD, TRIPOD Beta,
Causal Learning). Produce investigation reports which include an

Manage global Reflective Learning and/or Learning from Incident

SE Advisory Services
Purpose
�
To provide Safety &Environment (SE) professional advisory services
in the implementation & operationalization of day to day S&E
activities: Facilitation of HSSE risk assessments, Control Framework
Compliance & Safe work
practices in the Line, Function and Asset.
Key Challenges
−
Compliance of the HSSE & SP CF requirements and applicable risk
control components for the achievement of HSSE Goal zero in the
business.
−
Implementation of HSE standards and procedures to ensure safe system
of work in work execution.
−
The diverse activities involved with the deployment of HSSE & SP
exposure risk management systems in projects, production assets and
service functions in an E&P environment such as Nigeria.
−
Supporting the operationalization of the HSSE & SP CF applicable
risk control components and management system in particular and
diverse areas of expertise is enormous.
−
Necessary frontline daily assurance support of the standard of
implementation of risk control
components and management
system requirements could be cumbersome during constructions and
operating an Asset.
Mandatory Competence Requirements
